Performance Metrics Evaluation

Senate Bill 158 (July 2021) established the California Board of Environmental Safety (BES) and specified, among various mandates and authorities, that the BES, after consulting with the Director, adopt clear performance metrics for the Department of Toxic Substances Control (DTSC) and each of the Department’s programs (HSC 25125.2).

The goal of setting and evaluating metrics is to ensure there is consistent accountability and transparency in how the DTSC programs and support programs perform over time.

Methodology

The BES metrics subcommittee works collaboratively with DTSC program staff to identify metrics currently tracked in the DTSC’s Strategic Plan Dashboard and program-specific strategic plans. Through this process, the subcommittee analyzes each metric’s goals, identifies potential improvements, and explores alternative ways to measure performance.

Stakeholder engagement is an important part of the metric setting process. The feedback received assists the subcommittee to refine the metrics brought before the BES for a vote. Progress updates towards meeting the performance metrics will be routinely provided to the Board by the Department’s Director or designated staff.

The subcommittee will initiate its metrics review process with the DTSC’s programs and continue the process with the DTSC’s support programs.

Hazardous Waste Management Program

Hazardous Waste Management Program (HWMP) regulates the handling, generation, treatment, and disposal of hazardous waste in California. The program includes a variety of activities, such as permitting, inspections and enforcement, emergency response, hazardous waste management plan development, and regulatory assistance.

Safer Consumer Products

The goals of the Safer Consumer Products (SCP) are to reduce hazardous chemicals in consumer products and increase the adoption of green chemistry principles and safer alternatives to chemicals of concern in consumer products.

Site Mitigation and Restoration Program

DTSC’s Site Mitigation and Restoration Program (SMRP) is responsible for overseeing the evaluation and cleanup of contaminated properties throughout the state of California, including brownfields and voluntary agreements, State Superfund, military facilities, school construction and expansion projects, and corrective action and tiered permitted facilities.
